2016 NIH Policy & Guidance Changes

Phase I (1/25/2016 – 5/24/2016 due dates)

During Phase I, part of the NIH policy changes are implemented using existing FORMS-C with updated instructions. Due dates 1/25/2016 or later.

Applications submitted fordue dates between January 25, 2016 and May 24, 2016will use the FORMS-C forms and application guide.

Overview of Phase I Changes

Rigor & Transparency

Modified application requirements and review language, including new instructions for the Research Strategy Attachments and a new “Authentication of Key Biological and/or Chemical Resources” attachment.

Vertebrate Animals

Updated guidance on criteria to be addressed, description of veterinary care and justification for number of animals are no longer required, and updated guidance on method of euthanasia.

Definition of Child

For NIH inclusion policy, child is now defined as under 18 rather than 21.

Research Training

Updated requirements and instructions for several attachments on the PHS 398 Research Training Program Plan form. Changes affect Human Subjects, Vertebrate Animals, and Progress Report attachments. Also, new requirement to focus on recruitment in “Recruitment and Retention Plan to Enhance Diversity” attachment.
